My fish look like they are covered in salt! what is wrong!

It sounds like a parasite called ich.  The best way to treat ich is to raise the temp to 88F, and add some aquarium salt (2 TBSP per 10G), and make sure you have an air pump connected to the tank.  Leave the tank running for about a week, and the ich should disappear.

BTW, what are the ammonia, nitrite and nitrate levels?
